Regular Meeting

July 21, 2009

Trustee Corey called the meeting to order at 5:45 p.m. Trustee Patterson and Trustee Romano was present. Also present was Acting Administrator Lois McKnight, Fiscal Officer John Wahle and Law Director Tom Swope.

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss land disposition and personnel. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

Jim Toy, Vineyard Community Pastor, gave the opening prayer.

 Trustee Patterson led the Pledge of Allegiance.

 Fiscal Officer

John Wahle presented the agenda items.

 A motion by Trustee Romano and second by Trustee Patterson to approve Purchase Orders 09-12910, 12911, 12920, 12929, 12954 and 12719. Motion carried unanimously.

 A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-52 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.

 Board Action – New Business

Community Development

Ronnie Caldwell, Code Enforcement Officer, presented the agenda item.

 A motion by Trustee Romano and second by Trustee Patterson to declare the property at 9634 Butler-Warren Road, Cincinnati, Ohio, 45241 a public nuisance, pursuant to the ORC §505.87 and adopt Resolution 2009-53, A Resolution Providing for and Authorizing the Removal of the High Grass and Weeds Located on 9634 Butler-Warren Road, Dispensing with the First Reading and Declaring an Emergency. Motion carried unanimously.

 

Hayfaa Wadih, Planning Manager, presented Case 2009-100 Stage 3 Phase II Long Cove Pointe for Residential Care Facility.

 

Tim Hensley spoke on behalf of the applicant. Joe McEntee, Wegman Companies, spoke on the request.

 

A motion by Trustee Romano and second by Trustee Patterson to approve Case 2009-100, Stage 3 Final Detailed Plans Application for Phase II Long Cove Pointe for Residential Care Facility, subject to the eighteen (18) conditions as recommended in the staff report. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to take a five minute break. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

Fire Department

Chief Chris Eisele presented the agenda items.

 

A motion by Trustee Romano and second by Trustee Patterson to accept the staff proposal to re-assign the position of fire inspector to the position of firefighter/paramedic. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to accept the request to switch FF/Medic Rob Pierre in place of Brendan Harnish for the position of Career Firefighter with Deerfield Township Fire/Rescue. Motion carried unanimously.

 

Parks

Joel Smiddy, Parks Director, presented the agenda items.

 

A motion by Trustee Patterson and second by Trustee Romano to proceed with the grading and seeding for the ballfield improvements required at Cottell Park at a cost of $33,317.88 and authorize the administrator to sign any applicable documents with Team All Sports. Motion carried unanimously.

 

A motion by Trustee Patterson and second by Trustee Romano to proceed with the asphalt repairs required at Cottell Park at a cost of $30,530 and authorize the administrator to sign any applicable documents with Cincinnati United Contractors. Motion carried unanimously.

 

Administration

Lois McKnight presented the agenda items.

 

A motion by Trustee Romano and second by Trustee Patterson to approve the payment of Mt. Pleasant Blacktopping Invoice #14231 in the amount of $191,075.20 from the TIF 98 General Reserve Fund. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to approve the payment to Cincinnati United Contractors for work completed through June 30, 2009 on the improvements at Cottell Park in the amount of $71,940 from the TIF 98 General Reserve Fund. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to approve Resolution 2009-54 A Resolution Appointing Lois McKnight Acting Township Administrator and Dispensing with the Second Reading. Motion carried unanimously.

 

Approval of Minutes

A motion by Trustee Romano and second by Trustee Patterson to approve the meeting minutes of July 7, 2009 as presented. Motion carried unanimously.

 

Consent Agenda

Fiscal Officer

A motion by Trustee Corey and second by Trustee Romano to approve Warrants 55171 through 55225. Motion carried unanimously.

 

Human Resources

A motion by Trustee Corey and second by Trustee Romano to approve Fran Klatte attending the Social Media Effective Communication with Citizens and Avoiding the Pitfalls of Online Activity Workshop on August 12, 2009 at a cost of $35. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to approve the attendance of Jennifer Weisser at a one day GIS seminar in Ft. Mitchell, KY on July 22, 2009. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to approve the attendance of Jennifer Weisser at the 2009 Ohio GIS Conference to be held September 16 through 18, 2009, in Columbus OH at a cost of $600 plus meals and mileage. Motion carried unanimously.

  

Administration

A motion by Trustee Corey and second by Trustee Romano to execute the Separation Agreement between Dan Evers and the Board of Township Trustees of Deerfield Township, Warren County, Ohio. Motion carried unanimously.
