Trustee Meeting
November 24, 2009
Trustee Corey called the meeting to order at 5:30 p.m. Trustee Patterson, Trustee Romano and Fiscal Officer John Wahle was present.
Executive Session
A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss personnel matters. Motion carried unanimously. Steve Simpson was included in executive session.
A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.
Interim Administrator Bill Becker and Law Director Tom Swope were present for the meeting.
Faith Baptist Church Pastor Wayne Lowe gave the opening prayer.
Trustee Romano led the Pledge of Allegiance.

A motion by Trustee Corey and second by Trustee Romano to approve Purchase Orders 09-13491, 13499, 13500, 13517, 13527 and 13528. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-83 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2009-84 A Resolution Approving Amended Appropriations for 2009, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.
Update to Investment Policy – Second Reading. A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2009-80 A Resolution Adopting a Township Investment Policy. Motion carried unanimously.
Board Action – New Business
Community Development
Planning Manager Hayfaa Wadih presented Case 2009-279 Modifications to the Approved Stage 3 for Kings Meadow.
Todd Etter, representing Kings Meadow Development, spoke about the request.
A motion by Trustee Romano and second by Trustee Patterson to approve the modification to the Stage 3 plan and permits the reduction of the front yard setback for Lots 29 through 32 with the condition stipulated in the staff report. Motion carried unanimously.
Public Works
Project Manager Eric Reiners presented the agenda items.
A motion by Trustee Patterson and second by Trustee Corey to award the electrical contract to Stauffer Construction Company and authorize the township administrator to sign any applicable documents. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2009-85 A Resolution Authorizing the Construction and Maintenance of a Sidewalk Located at 3965 U.S. Route 22 & 3; and Authorizing the Township Administrator to Sign the Required Permit Application. Motion carried unanimously.

Trustee Corey gave a recusal on the agenda item.
A motion by Trustee Romano and second by Trustee Patterson to approve $3,000 for reimbursable per the CDS proposal received from CDS Associates, Inc. and authorize the administrator to sign any applicable documents. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Romano to approve payment of Invoice #09039-00007 from ME Companies in the amount of $2,500 from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to approve payment of Contractor Pay Estimate 1 for Mt. Pleasant Blacktopping Company in the amount of $90,273.72 from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Patterson to approve payment of Invoice #10404 from the Economics Center in the amount of $1,000 from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Patterson to approve payment of Invoice #0104501A.00-2 in the amount of $14,272 regarding the Kings Island Drive Extension Study from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to approve payment of Application for Payment to Butler County Electric in the amount of $33,762.17 from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Patterson to approve entering into Agreements with tw Telecom for voice, internet and transport point to point transports and authorize Township Administrator Bill Becker to execute all documents in conjunction with these agreements. Motion carried unanimously.
Approval of Minutes
A motion by Trustee Corey and second by Trustee Patterson to approve the meeting minutes of November 10, 2009 as presented. Motion carried unanimously.
Consent Agenda

A motion by Trustee Corey and second by Trustee Patterson to approve Warrants #55876 through #55968. Motion carried unanimously.
Human Resources
A motion by Trustee Corey and second by Trustee Patterson to approve the adoption of the attached Policy for Deductible Contributions for new hires effective immediately. Motion carried unanimously.
Reports
Trustee Romano announced the township hosting the thirteenth annual Toys for Tots collection at Wal-Mart, 10:00 a.m. to 4:00 p.m. and thanked Wal-Mart for their cooperation in hosting the event. He also mentioned the Deerfield Towne Center tree lighting ceremony on November 28.
Trustee Patterson mentioned the township’s Santa’s Workshop at Cottell Park on December 10. Trustee Patterson also mentioned the township fire department is working with Channel 5 on a coat drive.
Trustee Corey spoke about a meeting with Warren County Engineer Neil Tunison regarding the Kings Island extension study.
