October 27, 2009
Trustee Corey opened the meeting at 6:24 p.m. Trustee Patterson and Trustee Romano was present. Also present was Interim Administrator Bill Becker, Fiscal Officer John Wahle and Law Director Tom Swope.
Patrick Vail, Director Elementary Ministries Montgomery Community Church, gave the opening prayer.
Trustee Romano led the Pledge of Allegiance.
Proclamation – Special Week of Recognition Supporting Military Service
Trustee Romano read the Proclamation and made a motion and second by Trustee Patterson supporting Deerfield residents who are serving or having served in United States Military and declaring the week of November 8 through 14, 2009 as a special week of recognition. Motion carried unanimously.
Trustee Romano spoke about the dedication of the Deerfield Honors Veterans Plaza on November 8, 2009.
Bruce Chapman, a member of the Deerfield Honors Veterans Committee, spoke about the proclamation and dedication of the Deerfield Honors Veterans Plaza.
Public Comment
Tim Selnick, 11311 Cornell Park Dirve, spoke about traffic congestion on Fields Ertel Road. Trustee Corey and Trustee Romano responded with information on proposals to ease congestion in that area.

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2009-77 A Resolution Appropriating Funds for Construction of Sidewalks Along US 22/3, Authorizing Entering a Contract for the Same, Declaring an Emergency and Dispensing with the Second Reading. (Authorizing contract with the Ohio Department of Transportation for the 22 & 3 sidewalk project PID #84109.) Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to approve the quote from AE Doors at a price of $3,143 for three garage doors for the cemetery service building at Rose Hill Cemetery. Motion carried unanimously.

Bill Becker presented the agenda item.
A motion by Trustee Romano and second by Trustee Patterson to approve the Mason Area Arts Council to use two rooms upstairs in the Snyder House for office space and approve Resolution 2009-78 A Resolution Approving a Licensing Agreement for an Arts Council to Use a Portion of the Snyder House at Cottell Park and Dispensing with the Second Reading; and to authorize Bill Becker, Interim Administrator, to sign all necessary documents for the lease agreement. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Patterson to not request a hearing on the transfer of C1, C2 and D6 liquor license permits for Lehigh Gas Ohio LLC DBA BP AM PM, 3180 W US 22/3, Deerfield Township, Loveland, OH 45140. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Patterson to not request a hearing on the transfer of D5 and D6 liquor license permits for Willie’s Wings of Mason LLC DBA Willie’s Sports Café, 8267 Arbor Square Drive, Deerfield Township, Mason, OH 45040. Motion carried unanimously.
A motion by Trustee Patterson and second by Trustee Romano to approve payment of Invoice #8231 from R.E. Middleton Construction, LLC in the amount of $13,000 from the TIF 98 General Reserve Fund. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to approve payment of Invoice #0046897 from CDS Associates, Inc. in the amount of $3,283.99 from the TIF 98 General Reserve Fund. Trustee Corey abstained. Motion carried.
A motion by Trustee Romano and second by Trustee Patterson to approve payment of Invoice #0104501A.00-1 from LJB Inc. in the amount of $3,122 from the TIF 98 General Reserve Fund. Motion carried unanimously.
Approval of Minutes

Consent Agenda
Fiscal Officer
A motion by Trustee Corey and second by Trustee Romano to approve Warrants #55710 through 55797. Motion carried unanimously.
Human Resources
A motion by Trustee Corey and second by Trustee Romano to approve the hiring of Bill Hall and Denny Reynolds at a starting hourly rate (per the union contract) of $16.37 after completion of a pre-employment drug test and pre-employment functional test. Both will be on probation for six months. Motion carried unanimously.
A motion by Trustee Corey and second by Trustee Romano to approve the new pay rate of $22.11 per hour for Lt. Patrick Strausbaugh per the provisions of the bargaining agreement effective October 25, 2009. Motion carried unanimously.
Reports
Trustee Romano recognized the excellent service of the Deerfield Township Fire Department on their response to specific calls the past couple weeks.
Trustee Romano suggested discussing traffic problems in Crooked Tree at the next work session.
Trustee Corey discussed residents’ questions on street parking throughout the township.
Trustee Patterson reminded everyone to vote on Election Day, November 3.
Trustee Patterson commented on the closure of Wilkins Blvd. and Irwin Simpson Road. He requested that an aerial photo of the Irwin Simpson extension be posted on the township website.
Fire Chief Chris Eisele announced that BC Doug Wehmeyer and Lt. Jason Todd had been awarded Certificates of Appreciation for their help at an accident scene in Turtle Creek Township when they were driving from a training class in Bowling Green OH.
Bill Becker commended BC Doug Wehmeyer and Lt Jason Todd.
Executive Session
A motion by Trustee Corey and second by Trustee Patterson to enter executive session to discuss pending or threatened litigation. Motion carried unanimously.
