July 23 Work Session 

Trustee Corey called the meeting to order at 6:04 p.m. Trustee Patterson was present. Also present was Acting Administrator Lois McKnight, Fiscal Officer John Wahle and Law Director Tom Swope. Trustee Romano was absent.

Pastor Heather Webster, Deerfield United Methodist Church, gave the opening prayer.

Trustee Patterson led the Pledge of Allegiance.

Presentation

Larry Easterly and Bill Schroeder, Warren County Park District, presented ongoing and future projects at Landen Deerfield Park.

Fiscal Officer

John Wahle presented financial reports through June 30, 2009.

A motion by Trustee Corey and second by Trustee Patterson to approve Purchase Orders 09-12965, 12971, 12974, 12978 and Warrants 55226 through 55257. Motion carried.

A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-55 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried.

Jennifer Wagner, Accounting Manager, presented the results of the RFP for the Depository Agreement.

The item will be on the agenda at the next regular meeting with a resolution.

Fire Department

Chief Chris Eisele presented the RFP process for the 2009 DTFR Firefighter physicals.

 Public Works

Lois McKnight presented the agenda item.

A motion by Trustee Patterson and second by Trustee Corey to approve Resolution 2009-56 A Resolution Authorizing the Entering of an Easement Agreement and Dispensing with the Second Reading. Motion carried unanimously.

Human Resources

Lois McKnight presented the agenda items.

 A motion by Trustee Corey and second by Trustee Patterson to enter into the HSA Services Agreement with Fifth Third Bank and authorize Acting Township Administrator Lois McKnight to execute the agreement on behalf of Deerfield Township. Motion carried.

 A motion by Trustee Corey and second by Trustee Patterson to approve the Administrative Services Agreement between Deerfield Township and Teladoc Care LLC and authorize Acting Township Administrator Lois McKnight to execute the Agreement on behalf of Deerfield Township. Motion carried.

 Administration

A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-57 A Resolution Approving Annexation Agreement and Dispensing with the Second Reading. Motion carried.

A motion by Trustee Corey and second by Trustee Patterson to authorize Fiscal Officer John Wahle to pay the Kings Local School District an amount not to exceed $250,000 from the appropriate TIF fund as determined by the Fiscal Officer. Motion carried.
