Work Session 

 

Trustee Corey called the meeting to order. Trustee Patterson and Trustee Romano were present. Also present were Administrator Dan Evers, Law Director Tom Swope and Fiscal Officer John Wahle.

 

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss personnel appointments. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

Trustee Patterson led the Pledge of Allegiance.

 

Pastor Heather Webster, Deerfield United Methodist Church, gave the offering of prayer.

 

Presentation

Pastor Heather Webster, representing the Ministerial Alliance, spoke about the goals of the group currently consisting of five churches: Lakeview, King of Kings, Rivers Crossing, Deerfield United Methodist Church and Walls Down.

 

Approval of PO’s and Warrants

A motion by Trustee Corey and second by Trustee Patterson to approve Purchase Orders 09-12230, 12232, 12236, 12240, 12243 and 12272. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Patterson to approve Warrants #54376 through 54412. Motion carried unanimously.

 

Payment of Township Expenses

A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-16 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.

 

Financial Reports

John Wahle presented financial reports that summarize each department for the month of January. Mr. Wahle will present financial reports at each monthly work session.

 

Warren County Sheriff’s Office – Deerfield Township Post

Post Commander Lt. Brian Tinch presented agenda items.

 

A motion by Trustee Corey and second by Trustee Romano to approve Resolution 2009-17 A Resolution Declaring Personal Property (2002 Ford Crown Victoria VIN#2FAFP71W52X118394) As Surplus, Approving the Sale of a Motor Vehicle, and Dispensing with the Second Reading. Motion carried unanimously.

 

A motion by Trustee Patterson and second by Trustee Romano to approve the purchase of three new fleet vehicles (two Ford Expeditions and one Chevrolet ½ ton truck) and authorize the township administrator to execute all necessary documents. Motion carried unanimously.

 

 

 

Zoning Resolution Update

Lois McKnight and Greg Dale (McBride Dale Clarion) presented the Zoning Resolution Update. Mr. Dale discussed a timeline and establishing a technical review committee. Names of potential committee members were suggested to the Board. The committee will be formed to meet by the end of March.

 

A motion by Trustee Corey and second by Trustee Patterson to take a five minute break. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

2009 Joint Resurfacing Project

Eric Reiners, Project Manager, presented the agenda items.

 

A motion by Trustee Corey and second by Trustee Patterson to authorize the township administrator to enter into contract with the low bidder Mt. Pleasant Blacktopping for a cost not to exceed $600,000; and that the Board approve Resolution 2009-18, A Resolution Authorizing the Entering of a Reimbursement Agreement with the City of Mason for the Joint Purchase of Materials and Services for the 2009 Street Maintenance and Resurfacing Project and Waiving a Second Reading. Motion carried unanimously.

 

Trustee Corey recused himself regarding the following agenda item.

 

A motion by Trustee Patterson and second by Trustee Romano to authorize the township administrator to enter into contract with CDS for professional services required to complete the site design for the future township salt barn for a cost not to exceed $9,460; and to authorize payment of these services through TIF. Motion carried unanimously.

 

Trustee Corey returned to the meeting.

 

Records Commission

John Wahle presented the agenda item.

 

A motion by Trustee Corey and second by Trustee Patterson to approve Resolution 2009-19 A Resolution Modifying the Composition of the Township Records Commission and Waiving a Second Reading. Motion carried unanimously.

 

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter Executive Session to discuss pending and threatened litigation, real estate transaction and personnel. Motion carried unanimously.
