Regular Meeting

Trustee Corey called the meeting to order at 6:35 p.m. after an Executive Session. All members of the Board were present. Also present was Dan Evers, Administrator, John Wahle, Fiscal Officer and Tom Swope, Law Director.

 

A motion by Trustee Corey and second by Trustee Romano to return to regular session. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Corey to appoint Linda Thompson to take minutes. Motion carried unanimously.

 

Trustee Romano led the Pledge of Allegiance.

 

Public Comments

A representative of Mason Mayor Tom Grossman presented a challenge to the Trustees to an outhouse race at Mason Heritage Day Festival on August 23, 2008.

Fiscal Officer

John Wahle presented the following agenda items.

 

A motion by Trustee Romano and second by Trustee Corey to approve Super Blankets #08-20852-2, 20922-3, 10969-2, 10987-2, 11024-3, 11025-4, 11037-4, 11176; Warrants #52641 through 52721. Motion carried unanimously.

 

A motion by Trustee Patterson and second by Trustee Romano to authorize the Fiscal Officer, John Wahle, to pay the Debt Service payments due for the Deerfield Township Series 2004 Bonds in the amount of $12,696.25 and for the Deerfield Township Road Improvement Special Assessment Bonds, Series 2005 in the amount of $10,237.50. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to authorize the Fiscal Officer, John Wahle, to pay the Kings Local School District $568,127 from the appropriate TIF fund as determined by the Fiscal Officer. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to authorize the Fiscal Officer, John Wahle, to pay the Mason City School District $952,219.19 from the appropriate TIF fund as determined by the Fiscal Officer. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to authorize the Fiscal Officer, John Wahle, to pay the Warren County Career Center $168,617.90 from the appropriate TIF fund as determined by the Fiscal Officer. Motion carried unanimously.

 

A motion by Trustee Patterson and second by Trustee Corey to authorize the Fiscal Officer, John Wahle, to pay the $750 administration fee for the 2007 TIF account. Motion carried unanimously.

  

Board Action – New Business

Community Development

Matt Clark, Code Enforcement Officer, presented the following agenda item.

 

A motion by Trustee Romano and second by Trustee Patterson to adopt Resolution 2008-38 A Resolution Providing for and Authorizing Removal of a Junk Motor Vehicle from Private Property at 6940 Fallen Oaks Drive, Deerfield Township, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

Ronnie Caldwell, Code Enforcement Officer, presented the following agenda item.

 

A motion by Trustee Romano and second by Trustee Patterson to adopt Resolution 2008-39 A Resolution Providing for and Authorizing Weed Cutting at 5900 Deer Run Drive, Deerfield Township, Declaring a Nuisance, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

Lois McKnight, Community Development Director, presented the following agenda item.

 

A motion by Trustee Romano and second by Trustee Patterson to approve Resolution 2008-40 A Resolution Accepting a Gift of Lot 8 on Shoppes of Deerfield South Plat, Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

Parks

Joel Smiddy, Parks and Recreation Director, presented the following agenda items.

 

A motion by Trustee Patterson and second by Trustee Romano to approve Greg Martin Excavating to demolish the Fleckenstein House at a cost of $19,810 and to authorize the Township Administrator to execute the necessary documents. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to hire Lauren Vessalo at $11 per hour, Dan McGlothlin at $10 per hour and April Naylor at $10 per hour as Seasonal Camp Counselor for the Parks Department contingent upon successful completion of a pre-employment drug test and favorable background/reference check. Start dates will vary depending on receipt of testing results. Motion carried unanimously.

 

A motion by Trustee Romano and second by Trustee Patterson to approve Gill Landscaping LLC to install the retaining wall at Fleckenstein Park at a cost of $21,440 and to authorize the Township Administrator to execute the necessary documents. Motion carried unanimously.

 

Joel Smiddy updated the Board on completion of Fleckenstein Park and updates to Cottell Park.

 

Fire Department

A motion by Trustee Romano and second by Trustee Patterson to approve the hourly rates for the following part time firefighters as follows: Lt. Randall Hanifen, $16.70 per hour; Lt. Ralph Richey, $16.68 per hour; Lt. Michael Stine $16.68 per hour; Lt. Mark Greatorex $15.52 per hour and FF/Intermediate Kevin Wedding $13.68 per hour. Motion carried unanimously.

Public Works

A motion by Trustee Patterson and second by Trustee Romano to approve a TIF payment of $289 to EMH&T from the General Reserve Fund. Motion carried unanimously.

Consent Agenda

Human Resources

A motion by Trustee Corey and second by Trustee Patterson to accept Kyle Hess as a regular full time employee effective May 18, 2008. Motion carried unanimously.

 

A motion by Trustee Corey and second by Trustee Patterson to approve Deputy McGlothlin’s attendance at the American Crime Prevention Institute Conference to be held November 5 through November 7, 2008 in Santa Barbara, California at a cost of $1,274.16 plus meals and incidentals. Motion carried unanimously.

 

Administration

A motion by Trustee Romano and second by Trustee Corey to approve Resolution 2008-43 A Resolution Authorizing the Purchase of Real Property, Located on Pinnacle Lane at Bethany Road; Authorizing the Township Administrator to Enter into a Contract to Purchase Said Property from Crooked Tree Meadows Investments, LLC for $39,000 Under the Terms and Conditions Specified in Attachment A; and Dispensing with the Second Reading and Declaring an Emergency. Motion carried unanimously.

 

 

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter Executive Session to discuss personnel matters and pending litigation. Motion carried unanimously.
