December 16 Regular Session 2008
Trustee Corey called the meeting to order at 6:40 p.m. All members of the Board were present. Also present were Administrator Dan Evers, Law Director Tom Swope and Fiscal Officer John Wahle.
A motion by Trustee Corey and second by Trustee Romano to begin regular session from executive session (began at 5:30 p.m.). The Board concurred and motion carried.
Trustee Romano led the Pledge of Allegiance.

Fiscal Officer
A motion by Trustee Romano and second by Trustee Corey to approve Purchase Orders 08-11849, 11862, 11864, 11868, 11873, 11875, 11876, 11879, 11880, 11894 and 11895. Motion carried unanimously.
A motion by Trustee Patterson and second by Trustee Romano to approve Resolution #2008-97 A Resolution Directing Payment of Township Expenses, Declaring an Emergency and Dispensing with the Second Reading. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to approve attached 2009 Certificate of Revenue. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to approve attached 2008 Certificate of Amended Resources. Motion carried unanimously.
Board Action – New Business
Community Development
Hayfaa Wadih, Urban Planning Analyst, requested that Case 2008-392 Stage 3 Phase 1 Long Cove Pointe for Office Condominiums and Open Space be continued per the request of the applicant.
A motion by Trustee Romano and second by Trustee Corey to table Case 2008-392 Stage 3 Phase 1 Long Cove Pointe for Office Condominiums and Open Space until the meeting of January 6, 2009. Motion carried unanimously.
Park Department
Joel Smiddy, Park Director, presented the agenda items.
A motion by Trustee Romano and second by Trustee Patterson to authorize the Township Administrator to execute a contract/purchase agreement with Service Supply Ltd., Inc. for the total of $8,959.56 for Cottell Park and $7,531.02 for Fleckenstein Park for the purchase of park benches and tables. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to approve Resolution 2008-98 A Resolution Declaring Personal Property as Surplus, Approving the Sale of Motor Vehicles and Waiving a Second Reading and Authorizing Dan Evers, Deerfield Township Administrator, to Enter into Contract with Worley Auctioneers to Offer these Items in an Online Public Bid. Motion carried unanimously.
Fire Department
Chief Eisele presented the agenda item.
A motion by Trustee Romano and second by Trustee Patterson to appoint Captain Doug Wehmeyer to the position of Battalion Chief effective December 28, 2008 at a rate of $28.80 per hour. Motion carried unanimously.
Public Works
Larry Weis presented the following agenda items.
A motion by Trustee Romano and second by Trustee Patterson to approve Resolution #2008-99 A Resolution Accepting Public Streets for Maintenance and Setting Speed Limits on Long Cove Blvd., Emerald Blvd., Winding Cape Way, Stillwater Isle, Phase 1B, North Shore Place and Woodland Pointe, Phase 1C; North Shore Place Phase 2A; and Winding Cape Way, South Shore Place and Bayside Court, Phase 3 in Long Cove Subdivision, Deerfield Township, Dispensing with the Second Reading and Declaring an Emergency. A motion by Trustee Romano and second by Trustee Patterson to approve the three year preventive maintenance agreement with DeBra-Kuempel. The price for the first year $3,960, second year $3,960 and third year $4,152 and authorize the Township Administrator to sign the agreement. Motion carried unanimously.
Dan Evers presented the following agenda items.
A motion by Trustee Romano and second by Trustee Patterson to approve a payment of $13,894.56 from the TIF 98 General Reserve Fund to KZF Design for payment of their invoice #0016619. Motion carried unanimously.
A motion by Trustee Romano and second by Trustee Patterson to reimburse Arbor Square LLC in the amount of $7,596.71 for taxes paid on Parcels 16332000371 and 16332000372 in 2005, 2006 and 2007. Motion carried unanimously.
Warren County Park District Donation – Removed from Agenda
A motion by Trustee Patterson and second by Trustee Romano to approve Resolution #2008-101 A Resolution Providing for Compensation to the Township Trustees and the Fiscal Officer and Dispensing with the Second Reading. Motion carried unanimously.
A motion by Trustee Patterson and second by Trustee Romano to approve Resolution #2008-102 A Resolution Authorizing Payment for Association Dues and Dispensing with the Second Reading. Motion carried unanimously.
A motion by Trustee Patterson and second by Trustee Romano to approve Resolution #2008-103 A Resolution Setting Trustee Meeting Dates and Times and Dispensing with the Second Reading. Motion carried unanimously.

A motion by Trustee Corey and second by Trustee Romano to accept the proposal from KZF in the amount of $4,600 and authorize the Township Administrator to sign any applicable documents. Motion carried unanimously.
Executive Session
A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss litigation, collective bargaining and personnel. Board concurred and motion carried.
