Regular Session

Trustee Corey called the meeting to order at 5:30 p.m. Trustee Romano was present. Also present were Kristin Spiekerman, Fiscal Officer, Dan Evers, Administrator and Tom Swope, Law Director. Trustee Speidel was absent with prior notice.

Executive Session

A motion by Trustee Corey and second by Trustee Romano to enter executive session to discuss collective bargaining and pending/threatened litigation. Motion carried.

Trustee Romano led the pledge of allegiance.

Public Comments and Presentations

The Board recognized Tim Abbott, Manager of Business Relations and Development with Duke Energy Corporation, for their $2,000 contribution to Deerfield Day 2007.

The Board recognized the Kings High School cheerleaders for their superior performance at the Americheer camp at Ohio State University 2007.

There was no public comment.

Fiscal Officer

A motion by Trustee Romano and second by Trustee Corey to approve Purchase Orders 10640-4, 10651-2 and Super Blanket 20809-4. Motion carried

A motion by Trustee Corey and second by Trustee Romano to approve Warrants 51047 through 51135. Motion carried.

There was a discussion on RFP for underwriting services for note renewals.

Board Action – New Business

Administration

A motion by Trustee Romano and second by Trustee Corey to approve Resolution #2007-57 A Resolution Providing For and Authorizing the Reimbursement of Letter of Credit fees to Terra Firma Associates for the Period of Time August 6, 2007 through November 5, 2007, and Dispensing with the Second Reading. Motion carried.

A motion by Trustee Romano and second by Trustee Corey to approve Resolution #2007-58 A Resolution Recognizing Performers and Authorizing Prizes for Performers at the Deerfield Day Community Festival, Waiving a Second Reading. Motion carried.

Trustee Corey complimented Public Relations Director Fran Klatte and township staff on a successful Deerfield Day.

Public Works

A motion by Trustee Romano and second by Trustee Corey to authorize awarding the 2007 sidewalk and curb replacement contract to Jackson Construction Company at a cost not to exceed $30,000 and authorize the Township Administrator to execute any applicable documents. Motion carried.

A motion by Trustee Romano and second by Trustee Corey to authorize awarding the 2007 crack sealing contract to American Pavements at a cost not to exceed $25,000 and authorization for the Township Administrator to sign any applicable documents. Motion carried

Approval of Minutes

A motion by Trustee Romano and second by Trustee Corey to approve August 21, 2007 meeting minutes as submitted. Motion carried.

Consent Agenda

Human Resources

A motion by Trustee Romano and second by Trustee Corey to approve the adjusted pay rate for part-time firefighter David Newlin to the rates specified above, effective pay period #20 (September 9 through September 22, 2007). Motion carried.

A motion by Trustee Romano and second by Trustee Corey to authorize Peggy Monjar’s attendance at the SERB Academy on October 18 and October 19 at the Holiday Inn in Independence, Ohio. This authorization includes $280 for the cost of the seminars, two (2) nights’ accommodations, meals and incidentals. Motion carried.

A motion by Trustee Romano and second by Trustee Corey to appoint Kris Blevins to the position of cemetery crew worker at an hourly rate of $14.46 per hour plus PERS retirement pension pick-up and full insurance coverage thirty (30) days from the start date which will be determined upon Board approval of hiring and successful drug screen and background check. Motion carried.

A motion by Trustee Romano and second by Trustee Corey to approve the attendance of Lois McKnight at the annual meeting of the Ohio Planning Conference in Columbus, Ohio, September 20, 2007, costs to include registration, hotel and mileage. Motion carried.

A motion by Trustee Romano and second by Trustee Corey to authorize the attendance of Peggy Monjar, Lois McKnight, Fran Klatte, Larry Weis, Joel Smiddy, Nathan Bromen and Dan Evers at the ICMA Regional Workshop “Improving Service Delivery and Reducing Costs: What Every Manager Needs to Know About Quality” on September 21, 2007 at the Miami Valley Communications Council, Centerville, OH at a cost not to exceed $1,000. Motion carried.

A motion by Trustee Corey and second by Trustee Romano to adjourn the meeting. Motion carried.
