Regular Meeting
Trustee Corey called the meeting to order at 5:00 p.m. Trustee Speidel was present. Also present were Dan Evers, Administrator and Tom Swope, Law Director. Absent with prior notice were Trustee Romano and the Fiscal Officer, Kristin Spiekerman.
Executive Session
A motion by Trustee Corey and second by Trustee Speidel to enter executive session to interview Zoning Commission candidates.
A motion by Trustee Corey and second by Trustee Speidel to return from Executive Session at 6:50 p.m. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to appoint Peggy Wheeler to take minutes. Motion carried.
Trustee Speidel led the Pledge of Allegiance.
Presentations
Winners of the Holiday Lights Contest were presented Certificates of Recognition and Target gift cards. The winners were Joe Hubsch (first place), Beth Day (second place) and Chrissie McHugh (third place).
The Board recognized Lt. Ed Petrey for his service as Commander of Deerfield Township Post. Lt. Petrey is retiring effective the end of January, 2007.
Fiscal Officer – Kristin Spiekerman
A motion by Trustee Corey and second by Trustee Speidel to approve Warrants #49631 through 49676. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to approve super blankets and purchase orders as presented. Motion carried. (Trustee Speidel noted there are four pages of super blankets and purchase orders.)
Dan Evers read a list of 2006 invoices submitted to be paid by resolution.
A motion by Trustee Corey and second by Trustee Speidel to approve all 24 items as submitted. Motion carried.
Board Action – New Business
Community Development
A motion by Trustee Speidel and second by Trustee Corey to approve Case 2006-560 Stage 3 Final Detailed Site Plan for Kings Dodge, subject to fifteen (15) conditions as recommended by staff. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to approve the following appointments to the Warren County Regional Planning Commission effective April 1, 2007. As representatives: Dan Corey, Chris Romano, Lee Speidel, Jim Klatte, John Richardson and Lois McKnight. As alternates: Brian Leary, Scott Evans, Robert Giesse, Don de Reynier, James Rinehart and Dan Evers. Motion carried.
Public Relations
A motion by Trustee Corey and second by Trustee Speidel to authorize Township Administrator Dan Evers to accept the bid from Beuke Printing and Mailing to address and mail four (4) issues of the Deerfield Digest newsletter at a cost not to exceed $457.90 per issue (excluding postage) and to accept the bid from Peerless Printing to design and print four (4) issues of the Digest at a cost not to exceed $500 (design) per issue and $4,150 (print) per issue. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to approve Resolution 2007-03 A Resolution Recognizing February 1, 2007 as Township Day in Deerfield, Supporting Ohio Township Day and Dispensing with the Second Reading. Motion carried.
Parks
A motion by Trustee Corey and second by Trustee Speidel to accept the proposal of Geese Management Services at a per trip fee of $30 for geese relocation services. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to authorize the Township Administrator to enter into an agreement with Recovered Resources for on-site recycling services at a monthly fee of $25. Motion carried.
Human Resources
A motion by Trustee Corey and second by Trustee Speidel to approve Resolution 2007-04 A Resolution Establishing Salaries and Rates of Pay in Deerfield Township, Dispensing with the Second Reading and Declaring an Emergency. Motion carried.
Administration
A motion by Trustee Corey and second by Trustee Speidel to approve Resolution 2007-05 A Resolution Retaining Moots, Carter & Hogan as legal counsel to advise and represent the Township in annexation matters. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to authorize the Township Administrator to enter into a Memorandum of Understanding with the Warren County Soil & Water Conservation District in a form substantially as attached. Motion carried.
A motion by Trustee Speidel and second by Trustee Corey to not request a hearing on the issuance of a liquor permit for National Amusements Inc., dba Roadhouse Cinema, 5937 Kings Island Drive, Deerfield Township, Ohio 45040. Motion carried.
Approval of Minutes
A motion by Trustee Corey and second by Trustee Speidel to approve minutes of the December 29, 2006 work session as presented. Motion carried.
Consent Agenda
Human Resources
A motion by Trustee Corey and second by Trustee Speidel to remove Billy Highfill (road maintenance worker) from probationary status. Motion carried.
A motion by Trustee Corey and second by Trustee Speidel to approve Mark Bishop, Chip Cowan, Keith Clutter and Ray McMillian to attend the Equipment Power Show on January 26, 2007 in Columbus, Ohio. Motion carried.
Fiscal Officer – Kristin Spiekerman
A motion by Trustee Corey and second by Trustee Speidel to approve attendance of the Fiscal Officer, Kristin Spiekerman, at the OTA Winter Conference at an approximate cost of $450. Motion carried.
