Case #2009-123
Parking variance, Chase Bank, 3965 West Route 22 & 3 in Deerfield
Township, Warren County, Ohio 45140, variance to Section 22.03.K &
Section 29.06. E (4) of Deerfield Township Resolution
Staff Report
Hayfaa Wadih gave the history of the property. She said the zoning
classification is Business Redevelopment. Chase is interested in
establishing a bank in the out lot near the street in front of
Meijer. Chase is a retail bank and they expect to have a steady
flow of customers. She said the State of Ohio had taken some land
near Route 22 & 3 under imminent domain, and therefore 12 parking
spaces are gone. DTZR allows for 14 parking spaces and the
applicant is requesting 41 parking spaces, which is 27 parking
spaces in excess of what the code permits. The recent work on
widening of Route 22 & 3 cut off some of the land near the road
where there would have been parking spaces. Ms. Wadih said the
intent of the DTZR new regulations is to decrease the impervious
surface and increase pervious surface by creating more green space.
The applicant has provided 17,213 square feet of green space, which
equals 38% of the entire property. Ms. Wadih said the staff had
received two letters in support of the project, one from Robert
Hubbard, property owner and one from Roger DeHoek, Meijer Real
Estate Manager.
Staff researched the history of bank developments in the Township
and determined their parking space requests and included a report
showing approved numbers of spaces to the board. Ms. Wadih asked
for questions from the board. Mike Kean asked about shared access
the bank would have and their sharing 12 parking spaces with
O’Reilly’s Autoparts. Brian Leary asked about the 38% green space,
and what is the minimum requirement. Hayfaa said she thought it was
20%. Brian asked if the bank is responsible for the driveway
surface area of the road between them and the Meijer Gas Station.
Ms. Wadih said they are going to improve that whole area. Jim
Klatte asked if there would be a problem caused by reducing the
number of parking spaces for the bank. She said no. Marianne
Pressman asked why not consider the bank a retail center instead of
a banking institution and then this board would not be here worrying
about retail spaces. Lois McKnight said we have a definition for a
financial institution in our code but not for retail financial in
our code. Greg Porta closed this portion of the meeting and asked
for the applicant to come forward.
Proponent Attorney,Tom Tepe, Keating Muething Klekamp, 1 East 4th
St., Cinti., OH 45202,
introduced others from Chase Bank. Josh Adams, Vice Pres. Market
Director of Construction, Karen Sebastian, Marketing Director of
Real Estate, Doug Maier, Asst Vice Pres Senior Project Manager, Bob
Hubbard, owner of the property. He said they asked to table the
sign variance Case 2009-107. He said the variance allows 41 parking
spaces. The plan is for 19 employees. He said Chase operates
differently than other banks. Mr. Tepe said this plan shows 38%
green space. Chase is committed to do $250,000 worth of
improvements off site at Meijer. They will put 1700 square feet of
green space in the Meijer lot.
David Youse, Architect, 995 West 3rd Street, Columbus, OH
45412,
said this lot is slightly over one acre. Net impervious surface
will be going down by 69 parking spaces. They are putting in new
landscape islands. He said they have not ever run into the maximum
parking spaces rule. Mr. Youse said have 2 to 3 times more
employees than other banks. He said he is a retail architect. He
said Ms. Wadih did a great job of presenting their plan. He said
107 spaces are being removed from Meijer. Brian Leary asked about
the now existing exit easement.
Karen Sebastian, Marketing Director of Real Estate, 235 N. Sheldon,
Plymouth, MI,
said they don’t call this a branch but they call it a retail
center. They plan to have a staff of 19. She explained their
jobs. They assume one parking space per employee. She said they
have different shifts and some overlap during various times.
Marianne Pressman asked if they are open 5 days. Ms. Sebastian said
they are open also on Saturday until 1:00. She said often there are
15 employees there and that is the average minimum shift.
Bob Hubbard, owner of the property, 2388 Country Club Blvd, Orange
Park, Florida,
said that he also owns the O’Reilly property, also. He said he
needed parking in order to attract a national business. He said he
was surprised that Chase is willing to spend that much money off
site. He said O’Reilly has about 24 parking spaces. He said the
state took 12 parking spaces along the road. Greg Porta closed this
portion of the meeting.

moved, seconded by Mike Kean, to approve the request
for variance in Case 2009-123.
The motion was approved on the following vote: AYES: James
Klatte, Michael Kean, Marianne Pressman, Brian Leary and Gregory
Porta. NOES: None. ABSENT: William Lantry.
ABSTAIN: None.
Greg Porta said the applicant asked for them to table this case.
Case #2009-107
Signage, Chase Bank, 3965 West Route 22 & 3 in Deerfield Township,
Warren County, Ohio 45140, requested approval of two additional wall
signs and one mounted sign in access of size of what the code
permits. Applicant requests the case be tabled.
MOTION Greg Porta
moved, seconded by Marianne Pressman, to table
Case 2009-107 to next month’s regularly scheduled meeting
07/09/09.
The motion was approved on the following vote: AYES: James
Klatte, Michael Kean, Marianne Pressman, Brian Leary and Gregory
Porta. NOES: None. ABSENT: William Lantry.
